印度咨询公司在华扩张 参与中国城市化(双语)
Tata Consultancy Services Ltd., India's biggest exporter of software by sales, plans to more than triple its work force in China in the next three years as part of efforts to capitalize on the country's rapid urbanization, TCS Asia Pacific Chairman Girija Pande said.

Mumbai-based Tata Consultancy Services, or TCS, entered the Chinese market in 2002 and plans to boost its staff in China to 5000 to 6000 from the 1500 at joint-venture company TCS China, Mr. Pande said in an interview Tuesday.

TCS China, a joint venture formed in 2005 with subsidiaries of China's top economic planning agency, has five offices in the country and aims to expand into providing IT frameworks for local governments to support their urban development and expansion plans to create “intelligent cities,” Mr. Pande said, adding its first two projects are slated to kick off in port cities Ningbo and Guangzhou in the next 18-24 months.

Mr. Pande said China is clearly urbanizing at a faster pace compared to India, Indonesia and Vietnam, and mayors here want to improve urban management and deliver integrated public services.

“Forget the big towns--even in small towns like Lanzhou in Gansu province, people are aware of the need to have strong IT backbone to deliver services; health services, education, transportation, utilities for instance,” Mr. Pande said. “Chinese mayors want to create new cities that are sustainable, smarter and intelligent.”
潘德说,不要说大城市,就是在甘肃兰州一类的小城市,人们也意识到需要有强大的IT主干网来传送各种服务:比如医疗、教育、交通和公用事业方面的服务。他说,中国的市长们想创造可持续发展的、更聪明和智能的新城市。
TCS China is also in talks with the local governments in Tianjin, Chongqing, Dalian and Chengdu, he added.

Previously, TCS China, in which the National Development and Reform Commission holds a 25% stake, focused on serving multinational customers and domestic banks in China.

Mr. Pande noted that the yuan has been appreciating more rapidly in recent weeks and added that the IT industry in China will be impacted by a stronger domestic currency.

“The yuan has held quite steady till up to now...and in the long term, it will be stronger. We have to be ready for that,” Mr. Pande said, adding that it remains too early to say that TCS China will see any material impact from the yuan's recent strength.

The yuan has gained around 0.6% against the U.S. dollar since Aug. 9, after the central bank set a series of record-low dollar/yuan reference rates to signal its determination to let its currency strengthen. In June 2010, China effectively ended its currency's two-year-long peg to the dollar, and the yuan has risen 7.0% against the U.S. dollar since then.

“It certainly impacts our margins,” Mr. Pande said, without providing further details.
